Return ranked metric suggestions for a dataset's latest version.

Evaluates the built-in suggestion engine against the schema family, task type, and column names of the dataset's most recent version, in whatever stage that version happens to be. If the version carries no column metadata yet, the response is an empty suggestion list rather than an error, with a warning surfaced in the X-AIP-Warning response header so the caller can tell "nothing suggested" apart from "nothing could be evaluated". Accessible to any caller who can see the dataset, whether through workspace membership or platform-admin access.
