List Eval Configs

/eval-configs

Return a paginated list of eval configs, newest first.

Always excludes soft-deleted rows. Non-admin callers only see configs in workspaces they belong to; supplying a workspace_id they cannot access returns 403. When project_id is supplied, only configs associated with that project are returned.
