List Judge Connections

List judge connections, newest first, with credentials masked.

Non-admin callers only see connections scoped to their own workspaces — either directly, or via a project that belongs to one of them; a platform admin sees every connection. Passing workspace_id narrows the list further, but only when the caller already has access to it; naming a workspace the caller cannot see is rejected rather than silently returning an empty page.
