Get Test Package Recommendation

/test-packages/recommendations/:recommendation_id

Return a single test package recommendation.

The caller must be a member (any role) of the recommendation's owning workspace; platform admins bypass. A caller who is not a member of that workspace gets the same 404 as a recommendation that does not exist at all, so this never discloses a recommendation's existence across a workspace boundary the caller failed.
