List Report Section Prompts
GET/report-settings/prompts
List override state for every report section.
Returns one entry per known section key, including the system preamble,
always in the same fixed order — not just the sections that currently
have a stored override. A section with no override present carries
prompt=None and is_override=False, meaning generation falls back
to that section's built-in default text.
